i think you should put one royal decree

Although magic cylinder would normally be my choice over draining shield I would suspect draining shield to be more use since you will be repeatedly sacrificing lifepoints.

And for that level 8 you need you can use God Beastking Barbaros. You can normal summon him without tributes and if you do he becomes 1900 atk, but, he has 8 stars.
