First and foremost I liked your attitude and personality. It was fun to duel against you and in my book that is a requirement in becoming an Obelisk Blue. So Kudos on that.
Your deck structure is pretty standard Neos stuff. The deck itself could use a bit of tweaking as I mentioned in the duel but nothing major.
Your knowledge of the rules seems adequate and aside one small slip up I saw no problems with your dueling.
Also one thing that I suggest, is that if it is a choice eff, always, even if it is blatantly obvious you will use it, always say 'eff' or the equivalent.
I would say, that you seem a bit eager to kill of my monsters and use your limited cards, Space typhoon as an example. Hanging onto something like that can really pay off later, seeing as I had used Royal Decree in the first duel. Now granted you needed to kill of my monsters and do so quickly so it isn't a negative against you. It is just something I noticed. Don't be afraid to hold onto cards that destroy something.
I really liked your use of the Monarchs in your first duel. It was a great way to back me into a corner and I started to get a bit panicked there. Good Job.
Like I said it was fun and I think that you are about where you should be for now. Your deck is decent your play style is decent and your strategy is good. You attitude is great. I can't bump you up to Obelisk Blue only on attitude though.
I will be recommending you to stay at Ra Yellow for now, but you are definitely in the upper ranks of the Ra's
