Probably a stupid question. Does a set Cyber Valley still get to activate its effect? Or does it being set keep it from using its effect? When it is attacked and flipped up does it work then?

Its does not active because it set its like having a grand mole if u attacked and its set eff wont active

That is what I figured, that its effect isnt present when the "targeting" occurs. Just like to make sure since the ruling sites dont really mention it.
