Ha, why get a scrap of 10 DC when you can just pwn other duelists for a whole lot more?

You're not supposed to 'encourage' people to report, you're supposed to announce this idea to them once, then, know that they are mature enough to report something that they see is wrong, and people are doing that. We can't force them to report... >.>

All based on the admins, if you want to, give them a couple of DC as tip for the report. Aster is a somewhat nice person, so he would hand out free DC in shape of "I-Hate-Tharyan" cookies in exchange for reports.

Remember, reports are just for notifications for something an admin missed or was too lazy to take care of.
