If you have the required fusion monsters in your hand or the field, you can fuse them to fusion summon your fusion monster of your choice, if you don't have the required cards, then you can't use the effect. Hope i helped.

Correct. If you have a fusion monster in your fusion deck and the necessary fusion material monsters to fusion summon it, then you can activate it. If not, you can't.
