Alright, due to my current situation, I can't think straight, and can't think of rules. So I will have this thread open for any of you who have suggestions on the rules of the section and how it will operate/work. Will an admin open a topic saying something such as "aj6666's Birthday Room". Then everyone can give them their happy birthdays/DC donations? and that kinda thing? So those are the two parts.

2. How it will operate.
Any suggestions will be appreciated. The banners have already been made, I will pick one soon. Just need rules now.
