Errr, to be honest; if I would want to fix this deck, I would have to get out more then half of the cards.
Please first try for yourself to make it a bit better, you're in Ra Yellow, so you have plenty skill to make this work.
Now, I understand if it doesn't work out that well without a bit help.
So here are some things:
Take out ALL non-Dragon monsters (You can add Lord of D if you want as only exception)
Add powerfull lvl 4 Dragon cards with the best effects.
Here are some monsters you might want to add:
Spear Dragon
Mirage Dragon
Axe Dragonute
Sapphire Dragon
the dragon dwelling in the cave
Get rid of Royal Decree, why add it?
8 cards of you become dead draws when it is in play!
Delete the spells that need a certain situation to work.
So add powerfull ones like SORL, Monster Reborn, Fissure and Smashing Ground
card like Solemn Wishes and Dark Bribe only delay you of getting the cards you need, so get in cards that helps you to summon something powerfull quick, like Masked Dragon, it keeps giving you the ability to tribute, even when it's destroyed in battle.
You might also want to add traps like Solemn judgement, BTH, Magic Cylinder
